There's a tricky balancing act to Secret Wars tie-ins like this that are predicated on the idea of resurrecting a popular Marvel storyline from years past. The creators need to channel the elements that made the original story work while shaking up the formula enough so that the series isn't merely retreading what's come before. That's a problem House of M struggles with throughout its first issue, though by the end the foundation of something new and unpredictable is in place.
The real flaw of this first issue is the lack of urgency to the conflict. This new take on the House of M universe is very close to the original - a world where mutants reign, Magneto is king and humans are hated, feared and hunted. The difference is that the new House of M doesn't have that crucial tie to the real Marvel Universe. There's no focal character like Wolverine in the original story trying to punch through Scarlet Witch's illusion and restore reality to normal. This opening chapter bounces between showcasing Magneto's family life and the plight of the human resistance. While these pages offer an interesting look at Magneto's psychology (a man defined by war now trying to live a life of peace), there's not a strong enough hook to the conflict.
