There are a few constants with almost every new season of Arrow. A mysterious character from Oliver Queen’s past resurfaces in December. Some costumed yahoo tries to blow up the city in May. And in between, viewers get an entire episode devoted to further the ongoing flashback storyline. That last one hasn’t changed with the transition from flashbacks to flash-forwards. “Star City 2040” takes a much closer look at the embattled state of the city 20 years in the future. And in the process, it showcases both the perks and the drawbacks of the flash-forwards.
