It's a little surprising that DC didn't revive Justice League Dark during the DC Rebirth relaunch. Without that series or a dedicated Swamp Thing book, it's mainly fallen on John Constantine to keep the magical torch burning in the DCU. But no longer. Presumably DC was just waiting for the right time and the right pitch to bring back Justice League Dark, and that time is clearly now.
Like the recently relaunched Justice League, Justice League Dark spins directly out of the events of Justice League: No Justice. The Source Wall has been torn open, new threats are spilling into the universe, and the world needs a team that can handle the worsening state of the supernatural realm.
