One thing the original Civil War and its sequel have in common is that the X-Men aren't heavily involved in either story. As usual, they have their own problems to grapple with. But as those problems revolve heavily around the threat posed by the Inhumans and their travelling Terrigen Mist cloud, now is the perfect opportunity to bring that conflict to a head and maneuver the X-Men and Inhumans into all-out war. It's an exciting prospect, though this first issue casts doubt on whether this mini-series will truly be able to do it justice.
At a mere four issues, writer Cullen Bunn and artist Andrea Broccardo don't exactly have an excess of space in which to build and flesh out this conflict. That's why it's disappointing to see such a lack of urgency in issue #1. Too much time is devoted to chronicling a battle between the X-Men and a generic bunch of anti-mutant radicals, the same sort of foe we've seen the team battle countless time over the years. In other words, not the most exciting start to what should be a huge chapter in the ongoing X-Men mythology.
