Warning: Full spoilers for the episode below.
You can pretty much break down Powerless' problems to two main areas. It doesn't make great use of the DC Universe setting, and it gives its talented cast depressingly little to do. "Sinking Day" managed to address both problems in one fell swoop. After a thoroughly bland premiere and an only marginally better sophomore episode, things are looking up in week 3.
This was the first episode where it didn't feel like the episode could quickly and effortlessly be rewritten to remove all the superhero elements entirely. Sure, The Olympian isn't exactly an A-List DC hero, and a group of random Atlanteans is no substitute for "A to the Q" himself, but it still felt like the writers were taking advantage of the DC setting in a way they've been reluctant to before.
