"Rules of Engagement" goes down as the first real misstep for this series in its 18-month shelf life. That's not to say that it's a terrible Batman story by any means. But given the bare-bones nature of the plot and the high bar set by previous arcs like "The War of Jokes and Riddles," this one simply can't measure up.
The main takeaway from Batman #35 is that this arc should have been trimmed down by one chapter, if not confined entirely to one issue. There just isn't enough meat on these bones. Where normally Tom King's work is methodically paced, this script simply feels drawn out and laborious. And for all the plodding build-up, the finale is surprisingly lacking in terms of resolution. There's too much left up in the air as this issue closes regarding the fate of Holly Robinson and what comes next for characters like Selina and Talia.
