There's a bit of a pattern forming with DC's new Suicide Squad series, with the even-numbered issues outclassing the odd ones. This trend may be partly random, as the quality of the backup stories plays a part. But it's also a sign that the series' unusual structure is really its worst enemy.
The impression I'm getting from reading this book (and I may be wrong) is that Rob William's original scripts have been split in two and spread out over twice as many comics as planned. The cliffhanger in this issue may have originally been intended to be the ending to Suicide Squad #2. This would explain why the series see-saws so much in quality and why the even-numbered issues have such stronger, more memorable cliffhangers. It would also explain the bizarre decision to publish a comic where the backup features consistently take up half the page count. Whether or not that's actually what happened, these individual stories really do come across as fragments rather than cohesive chapters of an ongoing series.
